Rum Weather, I believe, was the old boy who used to walk the city streets in ragged clothes for ever opening a tobacco tin and showing you his money and muttering 'rum weather' and occasionally flashing an open pen knife - is this the person you are referring to? If it is I believe he passed away many years ago and there may have been a snippet in the Leicester Mercury.

thanks Mercury. yes that was who I was asking about. As a youth in Leicester I often saw him and we all knew him as "Rum weather". He seemed to get around a lot and was seen all around the city, in the centre when we were on our way to scool (Gateway) or at the weekend for a coffee in Bruciannis near the market, or near where I lived in the Evington district. Sad to hear he died, but it was a long time ago. I hope he found some peace.
