Ashwell near Oakham in Rutland is one of them.  Many years ago our local bowls team used to play and be entertained by the Ashwell prison side.  In those days, there were no violent characters there and I met some really interesting people.  That was back in the early sixties but I recall the Governor telling us that if he really wanted, an inmate could enter Ashwell unable to read and write but if he applied himself could leave with an external degree, the facilities were available even then.  How many did so is open to conjecture?
